The tattoo laser does not "erase" a tattoo. The laser explodes the ink molecules and they are later pulled out through the skin by macrophages (imagine small pac men gobbling the ink) which is absorbed and excreted by the body. Complete removal is determined by your body response, which varies from person to person. Other factors are the amount of ink pushed into the skin, type of ink (no standards), colors etc. Treatments should be well spaced to ensure complete skin healing, which takes 6 to 8 weeks or more depending on the location on the body. Treat too often and the skin will respond by thickening or scarring. This will hamper the laser's ability to penetrate as well.

Tattoos can be removed completely. The question is whether or not they will be, and this depends on the type and color of ink, the type of laser used, and the person doing the procedure. Some inks are more difficult to remove than others, with green being notoriously tough. However, if the proper lasers are used (Nd:Yg and either Alexandrite or Ruby), it is very likely that all ink can be removed. The number of treatments vary, and that depends on the colors.
