Tattoo parlors do not generally remove tattoos unless it's owned by a doctor. A tattoo artist cannot perform laser treatments unless licensed by the medical board as a Registered Nurse, Physician Assistant, or Nurse Practitioner under the direction of a doctor.

In California, tattoo removal is only available (legally) through
medical offices and medical personnel - nurses and physicians. In other
states there may be different regulations.
