The tattoo artist injects the inks deep into the skin so that the tattoo can be there permanently. That's not going to go away just because you decide that you don't want the permanency of the tattoo anymore. You can erase the external layers but there may continue to be some ink down beneath the skin where you can't see it.
Typically, this isn't considered to be a problem for people seeking laser tattoo removal. People rarely do this for health reasons; they do it because they want to get rid of the look of the tattoo on their skin.
